CUYAHOGA FALLS -- City Council on April 3 will discuss an ordinance accepting the planning commission approval, findings and conditions of the site plan for the construction of a 62-unit senior apartment complex at 320 Pleasant Meadow Boulevard.

The site plan application was approved by planning commission March 15 during a meeting that drew 50-60 people, according to an administrative specialist for the city's community development department. The vote was 4-1 with commission members Stacy Walter, Russ Iona, Ed Monaco and Dan Rice voting in favor of the proposed site plan and Terry Gahring voted against it.

According the city planning division's staff report, Cuyahoga Falls Senior LLC of Cleveland, the owner, submitted a site plan application stating the project will provide 62 apartment homes in a four-story green building with a centrally located elevator, wheelchair-accessible entrances and drop-off areas. Amenities include 2,000 square feet of interior community space and exercise space.

The architect is RDL Architects and the engineer is GPD Group.

"Residents [are] concerned about stormwater detention," according to a comment in the staff report attributed to the mayor. The utilities department says the project must tie into Summit County sewers. There is a water surcharge fee of $199,135 based on the number of 1 and 2 bedroom apartments. Utilities recommended a 2-inch water meter.

The street department questioned whether the turning radius in the cul-de-sac would accommodate large city vehicles.

The fire department requested moving up construction of the driveway and parking lot from Phase 2 to Phase 1 so emergency vehicles have access to a remote corner of the property; required a minimum of two Knox Box key safes inside each of the two entrance vestibules in Phase 1; recommended a second elevator; and suggested a back-up generator.

The electric department specified any movement of city-owned electric lines would be at the owner/developer's expense. Electric is also requesting a meeting with the developer and his electrical contractor before they start construction to discuss electrical infrastructure work.

Planning Director Fred Guerra stated in the report the proposed project complies with land use growth policies in the city's general development plan/code and stormwater and open space policies in the Mud Brook/Mill Pond Greenway Master Plan.

The site is zoned R-5 Mixed Density Residential which are typically urban residential districts that are integrated into mixed-use urban developments and that buffer lower-density neighborhoods from busy corridors, Guerra said. The project is at the end of large multi-family developments and adjacent to attached single-family developments, he said, adding it is also adjacent to industrial development to the north.

The commission approved the site plan, stipulating the developer must submit a plan to the planning division for tree replacement, and the plan must comply with city ordinance governing tree preservation and protection.
