Reminderville — Not satisfied with the higher estimates from design/build firms to construct a multi-million dollar recreation center, Village Council members voted unanimously April 22 to suspend the search and pursue a construction management agreement.
Mayor Sam Alonso said April 25 a construction management agreement could be less expensive than a design/build agreement as it would allow the village to bid out separate portions of the project to different contractors.
In comparison, a design/build firm would oversee the entire project for one lump contract fee.
“It saves money because you can go out to individual contractors to bid things out separately,” Alonso said. “We’re just trying to see which way works best for us.”
The April 22 decision included a bid by the village for a construction management firm to sign on for the project. Alonso said the bid will be open for 30 days, after which Council will review bid proposals and make a decision to either pursue the construction management option or return to the design/build process.
“We have 30 days on that,” Alonso said. “After that we’ll get together to make a decision, and see which way works best for the village.”
Officials viewed presentations in February from several design/build teams interested in the village recreation center project, with most teams offering estimates above the village’s example budget of $4.5 million.
“The design/builds were coming in at more than we what wanted them to be,” Alonso said.
The village in late February purchased 3.1 acres at Liberty Road and Glenwood Boulevard for $1.23 million for the center, and later Council voted unanimously to take out $6.3 million in a five-year bond to fund the project.
Annual payments for the village will average about $440,000 per year, village officials have said.
The rec center is expected to be about 55,000 square feet and include a swimming pool, basketball and volleyball courts, community meeting space and exercise equipment. Alonso has said it will be funded with membership fees, and could open early in 2015.
