Hudson -- The demolition of the 14 buildings on the former Youth Development Center property could begin in June and be completed by September.

Council is expected to introduce legislation May 1 for a contract between the city and Baumann Enterprises Inc. for $1.4 million for the removal of hazardous materials and demolition of the buildings. They could vote on the contract that night.

The 14 buildings are located on 135 acres on the south side of the 429-acre property that straddles Hines Hill Road in northwest Hudson.

The city purchased the 429 acres in 2009 from Cuyahoga County for $6.9 million. MetroParks, serving Summit County, manages 293 undeveloped acres of the property on the north side of Hines Hill Road.

City Engineer Thom Sheridan said the city hired Environmental Design Group for $129,400 to determine the costs of removing hazardous materials, asbestos abatement and demolition of the structures. They estimated the cost of demolition would be $1.6 million but the bids came in lower.

Environmental Design Group recommended Baumann Enterprises for the project because the company's past projects were of similar size and scope compared to the Hudson YDC project, Sheridan said.

The city in the pre-award meeting went over everything the project would require, Sheridan told Council April 23 at a workshop.

The YDC buildings include seven dorm-like cottages, three administration buildings, an annex, one high school, a cafeteria and carpentry workshop. In addition, demolition includes a greenhouse, barn, electrical/plumbing shop, ice/boat house and water tower.

Although Ellsworth Meadows Golf Course will utilize an above-ground fuel storage tank, which will be moved to the golf course, the city will auction off other items removed from the buildings online, according to Communications Manager Jody Roberts. A list of items for auction was not available at press time.

The salvage value was included in Baumann Enterprise's bid, and the contractor will reuse 65 percent of the materials they demolish, Roberts said.

The site will become a construction site in May and no unauthorized person is permitted on the site due to demolition dangers, Roberts said. Asbestos issues will be isolated to the buildings.

Council President David Basil said Council could vote May 1 on the legislation in order to complete the work before the repaving of Hines Hill Road, which is being done by the Ohio Department of Transportation in September.

The city was hoping tenants would renovate and lease the buildings, but only Everest Soccer's proposal met the requirements of "cost neutral" to the city. Maintenance expenses of the buildings and property ranged from $100,000 to $250,000 per year. DLZ Ohio Inc. was hired for $45,000 to provide cost estimates for the 14 buildings and estimated it would cost $3.2 million for immediate renovations.

"Council has pursued other purposes, but it's time to move forward," Basil said.

After demolition, the city plans to leave the property in a natural state, Roberts said. Council could discuss plans for the property in the future.
